Research interestsDr. Wolcott has long-standing interests in the international dimensions of information technologies. His most active research at present focuses on the role of information technology for development (ITD). He teaches students to applying ITD concepts and practices to promote economic, social, and human development in microenterprises. He is also working on the Global Diffusion of the Internet Project. Another interest is the development of municipal e-Government in countries around the world. His past research focus has been on the international aspects of high-performance computing. His doctoral work involved an examination of the high-performance computing (HPC) sector of the former Soviet Union. More recent work includes a study of the U.S. HPC export control regime.
